Wiren Clarifies New Energy Storage Legislation for Prosumers in Romania

A recent legislative proposal mandating prosumers to install energy storage systems has raised numerous questions and uncertainties. Wiren, a leading provider of integrated renewable energy services in Romania, offers essential clarifications and support for prosumers during this transition period.

The new legislative initiative follows a significant increase in the number of prosumers since 2022. While they have contributed substantially to renewable energy production, they have also posed challenges for local distribution networks. Dan Fleșariu, CEO of Wiren, explained, "Most prosumers are connected to local distribution loops where increasing individual production capacities for self-consumption induces voltage fluctuations and frequency instability, potentially causing damage to inverters or household appliances."

The amendment requires prosumers to install energy storage systems for production capacities ranging from 10.8 kW to 400 kW by December 31, 2027. These systems must ensure a minimum storage capacity relative to the production units' power, aiming to stabilize the grid and ensure efficient energy use.

Dan Fleșariu emphasized that the measure is not new, as many countries already mandate storage to manage high renewable energy production from prosumers and avoid grid imbalances. Benefits of energy storage systems for prosumers include maximizing energy usage and reducing dependency on the public grid, leading to significant long-term savings. Fleșariu noted that a well-sized battery allows prosumers to use the energy produced more efficiently and avoid additional costs associated with energy drawn from the grid, typically recouping the investment in about four years.

Wiren offers personalized consultancy for analyzing consumption and production, correctly sizing storage capacity, and providing advantageous financial solutions. The Casa Verde 2024 program will offer residential sector funding for storage, with additional funding options from European and governmental sources for businesses.

Prosumers are encouraged to collaborate with experts to ensure the efficient and safe implementation of storage systems. The installation of storage capacities is simpler than installing photovoltaic panels and can be done without major difficulties. Collaboration with authorized electricians is essential to avoid risks associated with batteries.

The deadline until December 31, 2027, provides prosumers with the necessary time to adapt to the new legislative requirements. By adopting appropriate energy storage solutions, they can ensure a smooth and advantageous transition, contributing to the grid's stability and energy efficiency.
