Romanian Premier’s Nephew Secures Key Permits for Solar Projects Amid Sale Plans
Romanian Premier Marcel Ciolacu's nephew, Mihai Cristian Ciolacu, has stirred attention in the energy sector by rapidly obtaining technical connection approvals (ATR) for two solar parks through Transelectrica in just four months—a process that typically takes over a year, industry sources confirmed. Ciolacu’s applications were submitted in November 2022, with approvals issued in March 2023.
The two photovoltaic projects, held by Solar Energy Production SRL and Development Power Solar Energy SRL, received funding via Romania’s National Recovery and Resilience Plan (PNRR) with contracts totaling €83.9 million. These projects, featuring a combined capacity of 86 MW of solar panels and 18 MW of energy storage, are now poised for sale, with Premier Energy Group—linked to Czech investor Jiří Šmejc—identified as a buyer.
The Romanian Ministry of Energy confirmed that the sale, entailing share transfers, requires prior authorization. Although no payments have been made yet, the projects are valued at around €15 million, representing expedited, pre-approved investments. Critics, including Transelectrica, have raised concerns over market access being blocked by firms obtaining permits solely for resale. Despite scrutiny, the ministry and competition authorities are processing necessary approvals for the transaction.
