Rezolv Energy, Monsson Secure Approvals for Europe’s Largest Solar Project in Romania

Rezolv Energy and Monsson have received final approvals to commence construction of Dama Solar, a photovoltaic facility in Pilu and Grăniceri communes, Arad province, near Romania's border with Hungary. With a peak capacity of 1.04 GW and a battery energy storage system (BESS) of 500 MW, the project is set to become Europe’s largest hybrid solar power plant.

Grăniceri Mayor Petru Claudiu Bătrînuţ confirmed the approvals, estimating construction to begin in spring or summer 2025. Dama Solar spans 1,064 hectares and has an estimated investment of EUR 1 billion—EUR 800 million for solar infrastructure and EUR 200 million for batteries. The project will also host a vocational training center and create 1,000 construction jobs, with 200 permanent roles upon completion.

Originally developed by Monsson, the project was sold to Rezolv Energy but retains Monsson's involvement as a support partner. The developers opted for fewer but more powerful solar panels, maintaining the intended capacity. The facility may supply energy to a major server farm, further boosting local economic activity.

Dama Solar outpaces Germany’s Witznitz plant (650 MW) and Spain’s 850 MW cluster but faces competition from Turkey's Konya Karapınar plant (1.3 GW) and Iberdrola's delayed Fernando Pessoa project in Portugal (1.2 GW).
