Poland Proposes Maximum Prices for Offshore Wind Farm Energy Under Amended Act
The Ministry of Climate and Environment in Poland has released a draft regulation outlining differentiated maximum prices for electricity generated by offshore wind farms under the second phase of the Offshore Wind Act. The act, signed on December 10, allows distinct pricing based on the location of wind farm areas.
The proposed maximum prices are:
- PLN 479.10/MWh for areas listed in Annex 1 and areas 14.E.1 to 46.E.1 in Annex 2.
- PLN 512.32/MWh for areas 53.E.1 and 60.E.1 to 60.E.4 in Annex 2.
These prices reflect differences in proximity to the Baltic Sea coast, with the higher price applying to locations approximately 75 km offshore, and the lower price to areas closer to the shore.
Key technical parameters for calculating these prices include an average wind farm capacity of 1000 MW, a wind speed of 9.46 m/s at 100 m height, and a 2032 start year for reference wind farms. Economic factors such as a PLN/EUR exchange rate of 4.34 and operating costs of PLN 17/MWh were also considered.
The regulation supports Poland's offshore wind development by introducing Contracts for Difference (CfD), ensuring energy producers can cover costs through guaranteed price mechanisms. The proposed measures aim to balance investment feasibility with sustainable energy expansion in the Baltic Sea.
