Moldova Launches First-Ever Tender for 105MW Onshore Wind and 60MW Solar Capacity
The Republic of Moldova has initiated its first tender for the construction of up to 105MW of onshore wind and 60MW of solar photovoltaic capacity. Investors can submit multiple bids across different projects, provided each bid meets the requirement of a financial guarantee. For consideration, solar projects must have a capacity between 1MW and 60MW, while wind projects must range from 4MW to 105MW.
The winning bid will be awarded based on the lowest price offered relative to the ceiling price outlined in the tender documentation. Moldova’s Energy Minister, Victor Parlicov, highlighted the government’s commitment to creating favorable conditions for both local and international investors. He emphasized the benefits of the tender, noting it would boost business opportunities, aid in the decarbonization of the energy sector, and enhance Moldova’s energy independence, ultimately lowering costs for consumers.
Winning investors will secure a guaranteed fixed price for 15 years for the electricity generated. Once the tendered power plants are operational, the share of electricity from renewable sources in Moldova will rise from 10% at the end of 2023 to 16.6%, furthering the country’s goal of reaching a 30% renewable energy share in final consumption by 2030.
Moldova supports renewable energy through three mechanisms: net billing for self-consumption, a 15-year feed-in tariff for producers with capacities up to 1MW, and a 15-year fixed price with a purchase guarantee granted through auctions.
