EBRD Approves Loan for Solar-Thermal Plant in Novi Sad

The European Bank for Reconstruction and Development (EBRD) has approved a loan to JKP Novi Sadska Toplana, owned by the City of Novi Sad, according to eKapija. The funds will finance a solar-thermal plant with 38,600 square meters of collector fields, seasonal heat storage, a heat pump, and an electric boiler.

Part of the Green Cities Framework, the project aligns with the Green Cities Action Plan by the City of Novi Sad. It will also be co-financed by an EU investment grant via the Western Balkans Investment Framework.

The technical documentation by the EBRD details that the Seasonal Pit Thermal Energy Storage (PTES) will hold 850,000 m³ of purified Danube water, maintained with minimal evaporation losses. Approximately 15 hectares will be allocated for PTES, 7.4 hectares for the solar-thermal plant, and 0.45 hectares for technical facilities. All land is state-owned and currently leased.

Risk mitigation measures against groundwater intrusion during excavation will follow the Environmental and Social Management Plan (ESAP). Waste management and flood protection measures, including an eight-meter embankment along the Danube River designed to withstand centennial floods, will also be implemented.

Contractors will be monitored to ensure compliance with environmental and waste management laws throughout the project phases.
